Student Visa or Pass for International Students in Singapore
International students who want to pursue full-time studies in Singapore must apply for a student visa/pass as per the law set by the Immigration and Checkpoints Authority.
An International student must apply for a Student Pass if he/she has been accepted by an educational institution to pursue full-time studies in Singapore, unless he/she is a dependant's Pass holder studying in a Government-Aided or Independent school or Foreign System School registered with Ministry of Education (MOE); Immigration Exemption Order holder; or a visitor who has been granted a short term Visit Pass at the Singapore Checkpoint and wish to attend a short course of 30 days.
After receiving the Letter of Acceptance from the school, which is valid for 2 weeks, the applicant must proceed to the Immigration & Checkpoints Authority (ICA) to apply for a Student’s Pass.
The prerequisites and procedures for applying for a Student's Pass vary depending on the type of educational institution. If you want to study in a university or polytechnic then new applications for a Student’s Pass must be submitted at least one month before the start of the course. Applications must be filled and submitted through the Student’s Pass On-Line Application & Registration (SOLAR) system.

Registration of Application by IHL (Institute of Higher Learning)
The students must first register with IHL through SOLAR with the following information: Name, date of birth, gender and nationality, Course details- start and end dates and SOLAR application reference number.
Submission of eForm 16 by a Student
Once the student is registered with IHL, the student should login to SOLAR to submit eForm 16. Applicants must have the following necessary documents: a registration acknowledgement notice with the login information provided by the IHL, Travel document/passport details, NRIC/FIN of parents if the student’s parents are Singaporeans or foreigners who are working or residing in Singapore; Singapore’s address and contact details and a valid email address.
These documents must be attached in support of your Singapore visa application form.

- Two Passport-sized colour photograph- White background
- Official college transcripts and certificates of the highest degree achieved
- Test scores (GRE, GMAT or TOEFL)
After filling the eForm 16 through SOLAR system, you are required to print a copy of the eForm and submit it along with the documents to the Student’s Pass Unit, ICA, to complete formalities for the issue of a Student’s Pass.
- Processing Fee: A processing fee of S$30 must be paid at the time of submission. The payment must be made by credit/debit card or internet banking for submission via SOLAR.
Collection of Student Pass/Visa
Upon the approval of your Student's Pass application, you will receive an In-Principle Approval letter from the Department of Student Development. You are required to bring on the following documents for collecting your student pass from the Immigration & Checkpoints Authority: In-Principle Approval Letter, Original travel document, White embarkation/disembarkation card, certified medical reports and a duly signed hard copy of your electronic Student's Pass application Form 16.
- Issuance Fee: Likewise, you necessitate to pay an issue fee of S$60 at the student pass collection time. A further S$30 multiple-entry visa fee will be charged for Visa required nationals.
The processing time for foreigners who do not need a visa to enter Singapore is within 5 working days while for foreigners who require a visa to enter Singapore is 10 full working days. Some applications may require a longer time to process.
